  +Willow Huang It is a message from President Snow promissing revenge, Mockingjay page 18 ' Positioned on my dresser, that white-as-snow rose is a personal message to me. It speaks of unfinished business. It whispers,I can find you. I can raech you. Perhaps I am wathing you now.' In the book page 188-91 the meaning of the roses is explained once again and it is then Katniss finally figured out how Snow is using Peta and how any move she takes will be take out on Peta. But I agree it is not that clear in the movie, if you have not read the books
